The California Board of State and Community Corrections offered Byrne State Crisis Intervention Program funding to California cities and counties for programs intended to prevent gun violence and intervene with people at heightened risk before harm occurs.
Projects must address at least one program purpose area: ERPO-related communication, education, outreach, or public awareness; referrals to community-based services for people in crisis; or law-enforcement crisis-intervention programs directly connected to gun-violence reduction or improved firearms-relinquishment procedures. Funding is provided by reimbursement, and grant agreements run from August 1, 2025, through September 30, 2027.
Who is eligible?
Applicant types: Public agencies
California counties and cities are eligible to apply. Community-based organizations and other nongovernmental organizations are not eligible to apply directly but may receive funds as subcontractors to a county or city grantee.
What can the funding be used for?
Applicants must address at least one purpose area: communication, education, outreach, or public awareness concerning Extreme Risk Protection Order laws and programs; referrals to community-based services for people in crisis; or law-enforcement crisis-intervention programs or initiatives directly connected to reducing gun violence or improving firearms-relinquishment procedures and focused on identifying risk and intervening before harm occurs.
Restrictions
Programs or activities exclusively focused on responding to a crime in progress or a crime already committed are not considered eligible crisis intervention.
How to apply
Submit a proposal electronically through the BSCC Submittable Application Portal by 5:00 p.m. PST on April 7, 2025. Grant payments are made by reimbursement.
Required materials
A grant proposal submitted through the BSCC online portal. County proposals must be approved by the Board of Supervisors or Chief County Administrative Officer, and city proposals must be approved by the City Council or City Manager. A nonbinding letter of intent was requested but was not required.
