Summary: Texas state funding for eligible independent school districts to purchase breaching tools and NIJ-compliant bullet-resistant shields for peace officers directly employed by law-enforcement agencies.
The Texas Office of the Governor’s Public Safety Office expects to make $15 million available for FY2027 to support active-attack response at eligible independent school districts. Funds may be used only to obtain breaching tools and bullet-resistant shields compliant with NIJ Level III, III+, or IV requirements for peace officers directly employed by a law-enforcement agency. Applicants must satisfy the active-shooter policy, ALERRT training, reporting, certification, and other eligibility requirements in the announcement. Projects must begin on or after September 1, 2026, and may not exceed 12 months.
Who is eligible?
Applicant types: Texas independent school districts that either operate a law-enforcement agency employing peace officers or directly enter into an MOU with a local law-enforcement agency to provide school resource officers.
Independent school districts that operate law-enforcement agencies employing peace officers under Article 2A.001 of the Texas Code of Criminal Procedure, or that directly enter into a memorandum of understanding with a local law-enforcement agency to provide school resource officers under Section 37.081 of the Texas Government Code. Grant-funded equipment may be used only for peace officers directly employed by a law-enforcement agency. Applicants must satisfy all applicable program requirements, including law-enforcement reporting, cybersecurity, criminal-history disposition reporting, immigration-enforcement certifications, sexual-assault evidence requirements, and SAM/UEI registration.

Obtaining breaching tools and bullet-resistant shields compliant with NIJ Level III, III+, or IV requirements for eligible peace officers directly employed by a law-enforcement agency.
Restrictions
Costs ancillary to purchasing eligible ballistic shields or breaching tools, including policy development, training, and staff costs; unallowable costs listed in the Guide to Grants; and costs prohibited by federal, state, or local law or regulation.
How to apply
Access the Texas Public Safety Office eGrants website to register and apply. Submit and certify the complete application, including all required attachments, by 5:00 p.m. CST on February 12, 2026. PSO will screen applications for eligibility and review them based on reasonableness, availability of funding, and cost-effectiveness. The Office of the Governor may fully fund, partially fund, or decline an application.
Required materials
A fully executed governing-body resolution for applicants covered by the announcement’s political-subdivision requirement; the Cybersecurity Training Certification for State and Local Governments when applicable; and the CEO/Law Enforcement Certifications and Assurances Form when applicable. Applicants must also be registered in SAM and have a UEI, but the source describes these as eligibility requirements rather than application documents.
