ALERRT Travel Assistance, FY2026

Summary: Texas funding to offset eligible law-enforcement agencies' costs for sending peace officers to Advanced Law Enforcement Rapid Response Training (ALERRT), including qualifying travel expenses and backfill overtime.
The Texas Office of the Governor's Public Safety Office is offering FY2026 assistance for eligible Texas entities that operate law-enforcement agencies and send directly employed peace officers to qualifying ALERRT courses. Funding may cover qualifying travel expenses, registration fees, incidentals, backfill overtime, and certain training stipends offered by agencies hosting ALERRT courses.
Applicants must first receive confirmation of registration for an ALERRT course. Local law-enforcement agencies and offices must apply through an affiliated unit of government and satisfy the applicable reporting, certification, SAM registration, UEI, and other eligibility requirements.
Who is eligible?
Applicant types: Texas independent school districts, institutions of higher education, units of local government, and other educational institutions that operate law-enforcement agencies employing peace officers. Local law-enforcement agencies and offices must apply through an affiliated unit of government.
Eligible applicants must operate a law-enforcement agency employing peace officers under the cited Texas law. Police departments must apply through their municipal government. Community supervision and corrections departments, district attorneys, and judicial districts must apply through an affiliated county government. Applicants also must satisfy applicable cybersecurity, criminal-history disposition reporting, UCR and Texas-specific reporting, sexual-assault evidence tracking, immigration-enforcement certification, SAM registration, UEI, and other program requirements.
What can the funding be used for?
Agency-incurred costs associated with sending directly employed peace officers to qualifying ALERRT training, including peace-officer overtime to backfill shifts; mileage, registration fees, incidentals, and other related travel expenses; and training stipends offered by agencies hosting ALERRT courses to other local law-enforcement agencies sending officers to the host location. Courses must meet ALERRT requirements and use an approved Direct Delivery or Indirect Delivery option.
Restrictions
Costs ancillary to peace-officer travel expenditures or backfill overtime, including policy development, equipment, and indirect costs, are prohibited. Funds also may not support unallowable costs identified in the Guide to Grants or costs prohibited by federal, state, or local law or regulation.
How to apply
Obtain confirmation of registration for an ALERRT course, access the Texas Office of the Governor's eGrants system, register if necessary, and submit and certify the application by August 31, 2026, at 5:00 p.m. CST. The Office of the Governor screens applications for compliance and reviews program demand and cost variations before making final decisions based on eligibility, reasonableness, available funding, geographic distribution, cost effectiveness, and other relevant factors.
Required materials
Applicants must receive ALERRT course-registration confirmation before applying, and proof of course confirmation is required before a grant award may be issued. Local law-enforcement agency applications require an authorizing resolution from the affiliated unit of government. Applicable applicants must upload the Cybersecurity Training Certification for State and Local Governments and the CEO/Law Enforcement Certifications and Assurances Form. Applicants must be registered in SAM and have a UEI. Agencies must provide copies of ALERRT training certificates before reimbursement.
