Summary: Federal formula grants to state governments for law-enforcement and other criminal-justice personnel, equipment, supplies, training, contractual support, technical assistance, and information systems. Local law-enforcement and criminal-justice agencies are not direct applicants but may benefit through state-administered subawards and pass-through funding.

The FY 2026 State JAG program provides formula funding to eligible state and territorial governments to improve the administration of the criminal justice system. Funds may support law-enforcement operations, prosecution and courts, corrections, drug enforcement, prevention and education, crime-victim and witness services, technology, crisis intervention, and related programs.

Only state governments, as defined in the solicitation to include specified U.S. territories, may apply directly. State recipients may make subawards to units of local government for criminal-justice needs. Applications require separate Grants.gov and JustGrants submissions.

Who is eligible?

Applicant types: State governments only, as defined in the NOFO

The 50 states, District of Columbia, Commonwealth of Puerto Rico, U.S. Virgin Islands, Guam, American Samoa, and Commonwealth of the Northern Mariana Islands. Police departments, sheriff's offices, local governments, and other local criminal-justice agencies are not direct applicants under this state-formula NOFO, although units of local government may receive state-administered subawards or pass-through funding.

What can the funding be used for?

Additional personnel; equipment; supplies; contractual support; training; technical assistance; and information systems for criminal-justice or civil proceedings. Authorized program areas include law enforcement; prosecution and courts; prevention and education; corrections and community corrections; drug treatment and enforcement; planning, evaluation, and technology improvement; crime-victim and witness services other than compensation; mental-health and crisis-intervention programs related to law enforcement or corrections; crisis-intervention court proceedings; UAS and authorized counter-UAS activities benefiting public safety; violent-crime reduction; immigration-enforcement partnerships; protection of houses of worship; and other statutorily authorized JAG purposes. No more than 10% of a JAG grant may be used for grant-administration costs.

Restrictions

Funds may not supplant state or local funds. Out-of-scope activities include programs or activities that violate or impede enforcement of federal immigration law or violate applicable federal civil-rights or nondiscrimination law. Legal services for removable or otherwise unlawfully present aliens are generally unallowable, subject to the stated exceptions for crime-victim protection orders and immigration-related legal services expressly authorized or required by law or judicial ruling. The JAG statute prohibits specified items and requires a BJA waiver for certain other items. Additional restrictions apply to UAS and counter-UAS, body armor, body-worn cameras, extreme-risk-protection-order activities, and DNA testing of evidentiary materials.

How to apply

Complete the two-step application process: submit the SF-424 through Grants.gov by September 18, 2026, at 11:59 p.m. Eastern Time, and submit the full application and attachments through JustGrants by September 25, 2026, at 8:59 p.m. Eastern Time. The NOFO says to begin the registration process by August 25, 2026, with SAM.gov registration or renewal no later than August 26, 2026.

Required materials

Step 1 requires the SF-424 in Grants.gov. Step 2 materials in JustGrants include Standard Applicant Information; proposal abstract; Financial Management and System of Internal Controls Questionnaire, including applicant disclosure of high-risk status; JAG Survey; proposal narrative; Budget Detail Separate Attachment; certifications and assurances by the chief executive of the applicant government; current statewide strategic plan; DCRA State Implementation Plan or annual implementation report; and applicable disclosures, standard assurances, and DOJ certifications. Conditional materials include an annual report, indirect-cost-rate agreement, consultant-rate documentation, body-worn-camera policy certification, body-armor mandatory-wear certification, ERPO certification, prohibited-expenditure waiver request, UAS or counter-UAS certification, and federal-tax certification for awards greater than $5 million.
