BJA FY 2026 Intellectual Property Enforcement Program: Protecting Public Health, Safety, and the Economy from Counterfeit Goods and Product Piracy

Summary: Competitive federal grants supporting the creation or strengthening of law-enforcement intellectual-property enforcement task forces that investigate and prosecute counterfeiting, product piracy, trade-secret theft, tariff evasion linked to counterfeit-goods trafficking, and related crimes.
The Bureau of Justice Assistance will fund eligible state, local, tribal, territorial, municipal, and campus law-enforcement agencies and prosecutors to establish or strengthen intellectual-property enforcement task forces. Supported activities include investigations and prosecutions, interagency coordination, information sharing, training, and public awareness.
The NOFO provides $2,150,000 in expected total funding and anticipates six grants of up to $375,000 each. The expected award period is 24 months beginning October 1, 2026. Applicants must complete separate Grants.gov and JustGrants submission steps.
Who is eligible?
Applicant types: Eligible government entities, including qualifying law-enforcement agencies and prosecutors
State governments; county governments; city or township governments; special district governments; federally recognized Native American tribal governments; Native American tribal governments other than federally recognized tribes; and other units of local government, such as towns, boroughs, parishes, villages, and other general-purpose political subdivisions of a state. Eligible applicants include state, local, tribal, municipal, and campus law-enforcement agencies and prosecutors in these jurisdictions. Only one entity may be the applicant; project partners may participate as subrecipients.
What can the funding be used for?
Establish or enhance intellectual-property enforcement task forces; investigate and prosecute intellectual-property crimes; conduct related public-awareness activities; coordinate among federal, state, local, tribal, and territorial authorities; improve information sharing, investigative practices, prosecutions, and training; and rent storage for confiscated evidence. Covered matters may involve copyrights, patents, trademarks, trade secrets, counterfeit-goods trafficking, related tariff evasion, and violent crime associated with IP cases and investigations.
Restrictions
Purchase, rental, or lease of vehicles of any type; foreign travel; construction of evidence-storage facilities; specified legal services for removable aliens or aliens otherwise unlawfully present in the United States, subject to the exceptions stated in the NOFO; activities that violate or impede enforcement of federal immigration law; and activities that violate applicable federal civil-rights or nondiscrimination law.
How to apply
Complete the applicable registrations and submit the SF-424 through Grants.gov by September 23, 2026, at 11:59 p.m. ET. Then submit the complete application and attachments through JustGrants by September 30, 2026, at 8:59 p.m. ET. Applicants are instructed to begin the registration process by August 24, 2026, and complete SAM.gov registration or renewal no later than September 9, 2026. Only one project entity may serve as the applicant; other project partners must be proposed as subrecipients.
Required materials
Required application components include the Grants.gov SF-424 and, in JustGrants, Standard Applicant Information, a Proposal Abstract, a Proposal Narrative, a Budget, and a Memorandum of Understanding with each project partner. The application also requests financial-management/internal-controls information. Applicants seeking priority consideration must complete the Agency Funding Priorities Inventory and provide the applicable supporting evidence. Other documents and disclosures are required only when applicable, including an indirect-cost-rate agreement, consultant-rate documentation, Tribal Authorizing Resolution, Research and Evaluation Independence and Integrity Statement, lobbying disclosure, duplication-in-cost-items disclosure, DOJ assurances and certifications, and high-risk-grantee justification.
