Bullet-Resistant Components for Law Enforcement Vehicles, FY2026

Summary: Texas funding for eligible governmental and educational entities operating law-enforcement agencies to obtain and install NIJ Level IIIA or higher bullet-resistant components in vehicles used by peace officers.
The Texas Office of the Governor's Public Safety Office expects to make $5 million available for FY2026 projects that equip motor vehicles used by peace officers with qualifying bullet-resistant components.
Funds may be used only to obtain and install NIJ Level IIIA or higher bullet-resistant windshields, side windows, rear windows, and door panels. Projects must begin on or after March 1, 2026, and may not exceed 12 months.
Eligible applicants are state agencies, units of local government, federally recognized Native American tribes, and educational institutions operating qualifying law-enforcement agencies. Local law-enforcement agencies must apply through an affiliated governmental unit and include an authorizing resolution.
Who is eligible?
Applicant types: Texas state agencies, units of local government, federally recognized Native American tribes, and educational institutions that operate law-enforcement agencies employing peace officers under Article 2A.001 of the Texas Code of Criminal Procedure.
Eligible applicants include municipalities, counties, independent school districts, universities, federally recognized Native American tribes, and community colleges operating law-enforcement agencies that employ qualifying peace officers. Local law-enforcement agencies and offices must apply through an affiliated unit of government and include an authorizing resolution. Police departments must apply through their municipality, while community supervision and corrections departments, district attorneys, and judicial districts must apply through an affiliated county. Applicants must satisfy applicable cybersecurity, criminal-history disposition, UCR and Texas reporting, immigration-enforcement certification, sexual-assault evidence tracking, SAM registration, and UEI requirements.
What can the funding be used for?
Obtaining and installing bullet-resistant windshields, side windows, rear windows, and door panels compliant with NIJ Level IIIA or higher in motor vehicles used by peace officers directly employed by a law-enforcement agency operated by the applicant while discharging official duties.
Restrictions
Ancillary costs associated with eligible components, including policy development, training, weapons or weapon accessories, and staff costs, are prohibited. Costs prohibited by the Guide to Grants or federal, state, or local law or regulation are also unallowable.
How to apply
Applicants must register and apply through the Texas Office of the Governor PSO eGrants system. PSO will screen applications for compliance and conduct a staff or review-group evaluation. Final funding decisions will consider eligibility, reasonableness, funding availability, and cost-effectiveness; PSO may decline applications or award less than requested.
Required materials
Local law-enforcement applications must include an authorizing resolution from the affiliated governmental unit. Local governments must upload the Cybersecurity Training Certification for State and Local Governments. Applicable local governmental units and institutions of higher education must upload the CEO/Law Enforcement Certifications and Assurances Form. Applicants must also maintain SAM registration and have a UEI.
