The Texas Office of the Governor's Public Safety Office offered FY2026 funding to equip eligible peace officers with compliant bullet-resistant shields. Local law-enforcement agencies and offices must apply through an affiliated unit of government with an authorizing resolution. Participating agencies and officers must satisfy applicable active-shooter policy, ALERRT training, reporting, registration, and other program requirements.
Who is eligible?
Applicant types: Texas independent school districts operating law-enforcement agencies and governmental units submitting on behalf of affiliated eligible local law-enforcement agencies or offices.
Independent school districts operating law-enforcement agencies that employ peace officers under Article 2.12 of the Texas Code of Criminal Procedure may submit applications. The announcement also provides that local law-enforcement agencies and offices must apply through an affiliated unit of government with an authorizing resolution. Police departments apply through their municipal governments, while community supervision and corrections departments, district attorneys, and judicial districts apply through affiliated county governments. Applicants must satisfy all applicable cybersecurity, criminal-history disposition, UCR, immigration-enforcement, sexual-assault evidence tracking, SAM registration, and UEI requirements.
What can the funding be used for?
Obtaining bullet-resistant shields compliant with NIJ Level III, III+, or IV for peace officers directly employed by a law-enforcement agency operated by the applicant.
Restrictions
Ancillary costs associated with purchasing eligible shields, including policy development, training costs, and staff, are unallowable. Funds also may not support costs prohibited by the Guide to Grants or by federal, state, or local law or regulation.
How to apply
Applicants must register and apply through the Public Safety Office's eGrants system. Applications had to be submitted and certified online by February 13, 2025, at 5:00 p.m. CST. PSO screens applications for compliance and reviews them for eligibility, reasonableness, available funding, and cost-effectiveness. The Office of the Governor may decline applications, make partial awards, or revise projects when requests exceed available funding.
Required materials
An authorizing resolution from the affiliated unit of government for a local law-enforcement agency or office application; the Cybersecurity Training Certification for State and Local Governments when applicable; the CEO/Law Enforcement Certifications and Assurances Form when applicable; and evidence of required SAM registration and an assigned UEI through the application process.
