Summary: Texas state funding for accredited crime laboratories to establish and maintain the transfer of crime-laboratory records through the portal established under Texas Government Code Section 411.162.
The Texas Office of the Governor’s Public Safety Office expects to make $500,000 available for FY2026 projects supporting the transfer of records through the crime laboratory portal established under Texas Government Code Section 411.162. Eligible costs include IT infrastructure, APIs, servers, scanners, software, personnel, and records digitization. An eligible accredited crime laboratory must apply through an affiliated unit of government and include an authorizing resolution from that government unit.
Who is eligible?
Applicant types: Units of government affiliated with eligible accredited crime laboratories in Texas.
Accredited crime laboratories that comply with Texas accreditation regulations and applicable forensic-analyst licensing requirements. Each application must be submitted by a unit of government affiliated with the laboratory and include an authorizing resolution from that government unit. Additional cybersecurity, criminal-history disposition reporting, UCR reporting, sexual-assault evidence, immigration-enforcement, SAM registration, and UEI requirements apply as specified in the announcement.
What can the funding be used for?
Costs associated with transferring crime-laboratory records through the portal established under Texas Government Code Section 411.162, including IT infrastructure, APIs and integration, servers, scanners, software, personnel, and records digitization.
Restrictions
Construction, renovation, remodeling, indirect costs, costs identified as unallowable in the Guide to Grants, and any use prohibited by federal, state, or local law or regulation.
How to apply
Register and apply through the Texas Public Safety Office eGrants website. The application must be submitted and certified online by 5:00 p.m. CST on November 20, 2025. PSO will screen applications for compliance and review them based on eligibility, reasonableness, funding availability, and cost-effectiveness.
Required materials
An authorizing resolution from the government unit affiliated with the laboratory; the Cybersecurity Training Certification for State and Local Governments when applicable; and the CEO/Law Enforcement Certifications and Assurances Form for applicable local-government and higher-education applicants. Applicants must also be registered in SAM and have a UEI.
