Summary: Texas state funding for certified Crime Stoppers organizations to operate or expand anonymous-tip, reward, campus-safety, training, outreach, and supporting technology programs.
The Texas Office of the Governor's Public Safety Office expects to make $400,000 available to certified Texas Crime Stoppers organizations. Funded organizations receive anonymous tips, forward information to appropriate law-enforcement or education agencies, pay rewards, and support community or campus Crime Stoppers programming. Eligible costs include training, certain non-law-enforcement personnel, approved travel, outreach, operating expenses, supplies, and tip-management software. Award limits vary by applicant and project type.
Who is eligible?
Applicant types: Texas Crime Stoppers Council-certified private nonprofit or public Crime Stoppers organizations operating locally or statewide. A government entity is not eligible merely because it is a law-enforcement agency; the applicant must qualify as a certified Crime Stoppers organization under Texas Government Code Section 414.001(2).
Organizations certified by the Texas Crime Stoppers Council and meeting the definition in Texas Government Code Section 414.001(2). A qualifying private nonprofit organization accepts donations and expends funds for tip rewards, while a qualifying public organization pays tip rewards; either type must forward received tip information to the appropriate law-enforcement agency, school district, or open-enrollment charter school.
What can the funding be used for?
Training, professional development, or technical assistance; contractual and professional services; salaries for non-law-enforcement staff directly employed by nonprofit Crime Stoppers programs; travel to Texas Crime Stoppers Council-approved training; supplies, including equipment under $5,000; direct operating expenses, including up to $500 for directors-and-officers liability insurance; advertising and public-relations costs intrinsic to or promoting Crime Stoppers programs; computerized tip-management software; and, for preselected organizations, reasonable approved conference-hosting or statewide-training costs.
Restrictions
Salaries for law-enforcement coordinators or other public employees who support Crime Stoppers as part of existing employment; construction, renovation, or remodeling; medical services; fundraising; promotional gifts; standard-issue law-enforcement equipment; entertainment without a clear programmatic purpose and advance PSO approval; and costs otherwise prohibited by the Guide to Grants or applicable law or regulation.
How to apply
Register and apply through the PSO eGrants system. The application must be submitted and certified by 5:00 p.m. CST on February 12, 2026. Applicants subject to the governing-body-resolution requirement must include a fully executed resolution. PSO will screen applications for compliance and then conduct staff or review-group evaluation before making final funding decisions.
Required materials
Nonprofit corporations, local government units, and other political subdivisions must submit a fully executed governing-body resolution with the application. Eligible applicants must also submit the required 2025 Probation Fee and Repayment Report and 2025 Statistical Reports to Texas Crime Stoppers by January 31, 2026.
