Crime Victim Notification Systems Program, FY2027

Summary: Texas state funding for eligible governmental and educational entities operating law-enforcement agencies to purchase or develop crime victim notification systems.
This Texas program provides financial assistance to law-enforcement agencies to purchase or develop crime victim notification systems. Funded systems must interface with agency records, automatically provide specified case updates by email or text without requiring victims to download an application, support English and Spanish communications, enable case-status inquiries and victim feedback, and monitor notification data.
Local law-enforcement offices must apply through an affiliated unit of government. Projects may not exceed 12 months and must run from September 1, 2026, through no later than August 31, 2027. Awards are subject to the availability of state appropriations.
Who is eligible?
Applicant types: Texas state agencies, units of local government, and educational institutions that operate law-enforcement agencies.
Eligible applicants include state agencies, units of local government, and educational institutions operating law-enforcement agencies, including municipalities, counties, independent school districts, universities, public and private colleges and universities, community colleges, and hospital districts seeking to implement a victim notification system. Local law-enforcement agencies must apply through an affiliated unit of government. Police departments must apply through their municipal government, while community supervision and corrections departments, district attorneys, and judicial districts must apply through an affiliated county government. Applicants must also satisfy all applicable program eligibility requirements.
What can the funding be used for?
Purchase or development of a crime victim notification system that interfaces with law-enforcement records; automatically sends specified case updates to victims or relatives of deceased victims by email or text without requiring a downloaded application; provides configurable message triggers, electronic attachments, case-status inquiries, English and Spanish notifications, and AI-enabled responses to questions; monitors and visualizes notification data; and provides a survey tool for victim-services feedback.
Restrictions
Lobbying or advocacy concerning legislation, regulations, or administrative policy; active investigation or prosecution of criminal activity; fundraising; capital improvements, property losses or expenses, real-estate purchases, mortgage payments, remodeling, or construction; transportation, lodging, per diem, or related costs for third-party training participants; vehicle leasing or purchases; research and studies; standard-issue law-enforcement equipment; promotional items; and uses prohibited by applicable federal, state, or local law or regulation.
How to apply
Applicants must register and apply through the Texas Office of the Governor Public Safety Office eGrants system. A complete application must be submitted and certified with all required attachments by August 31, 2026, at 5:00 p.m. CST as designated by the source. PSO will screen applications and conduct staff or review-group review before making final funding decisions based on eligibility, reasonableness, funding availability, and cost-effectiveness.
Required materials
As applicable, applicants must submit a fully executed governing-body resolution, a Cybersecurity Training Certification for state and local governments, and the CEO/Law Enforcement Certifications and Assurances Form. The resolution and CEO/Law Enforcement certification are identified as required application attachments. Applicants must also be registered in SAM and have a UEI, but those are eligibility/registration requirements rather than identified application documents.
