CY 2025-2027 Virginia Opioid Use Reduction and Jail-Based Substance Use Disorder Treatment and Transition Fund Grant Program

The Virginia Department of Criminal Justice Services offered this competitive program to expand access to substance use disorder treatment and transitional services in Virginia local and regional jails. Eligible projects could plan, implement, enhance, or expand traditional treatment, medication-assisted treatment, and transitional services for incarcerated individuals with substance use disorders.
Priority was given to local and regional jails without existing substance use disorder treatment and transitional services and to regional jails that had not received funding from the Virginia Opioid Abatement Authority. The 36-month grant period runs from January 1, 2025, through December 31, 2027.
Who is eligible?
Applicant types: Virginia local and regional jails
All Virginia local and regional jails. Priority was given to local and regional jails without current substance use disorder treatment and transitional services and to regional jails that had not received funding from the Virginia Opioid Abatement Authority.
What can the funding be used for?
Planning or implementing a traditional substance use disorder treatment program; planning or implementing a medication-assisted treatment program; planning or implementing transitional services for individuals with substance use disorder; and enhancing or expanding existing substance use disorder treatment or transitional-services programs. Equipment is allowable only when necessary, incidental to, and part of an approved project.
Restrictions
Supporting existing services; indirect costs; equipment unless necessary and incidental to an approved project; supplanting federal, state, or local funds supporting current services; capital construction, renovation, or remodeling; personal entertainment, personal calls, alcohol, or lobbying.
How to apply
Submit the application and required attachments through the DCJS Online Grants Management System. After signing in, select Funding Opportunities and then Jail-Based Substance Use Treatment CY2025-2027. Applications were competitively reviewed based on adherence to the guidelines and the clarity, substance, and strength of the request; reviewers could also consider need, geography, budget justification, cost-effectiveness, and available funding. Applications submitted after 5:00 p.m. on October 18, 2024, were not accepted.
Required materials
An OGMS application with the face sheet, budget summary, project narrative of no more than 10 pages, two to four goals with two to three objectives per goal, itemized budget and justification, funds-from-other-sources information, non-supplantation assurance, authority certification, and required attachments. The narrative must address demonstrated need, project description, service-area demographics and target population, expected outcomes, and sustainment.
