The Virginia Department of Criminal Justice Services is accepting applications for substance use disorder treatment and transitional services in Virginia local and regional jails. Funded programs may include medication-assisted treatment, addiction recovery and other substance use disorder services, reentry support, transitional support, or a combination of these services.
The 36-month award period runs from January 1, 2027, through December 31, 2029. Applications must be submitted through the DCJS Online Grants Management System.
Who is eligible?
Applicant types: Virginia local and regional jails
Local and regional jails in Virginia that are planning, implementing, expanding, or enhancing substance use disorder treatment programs or transition services for incarcerated people with substance use disorders. Applicants must have a current and active Unique Entity Identifier, must not be excluded or debarred from doing business with the Commonwealth of Virginia, and must hold applicable professional and state licenses and certifications. Current DCJS grant recipients generally may not have required claims, financial reports, or progress reports more than 30 days overdue as of the application deadline without an approved extension.
What can the funding be used for?
Substance use disorder treatment and transitional services for individuals incarcerated in Virginia local and regional jails, including medication-assisted treatment, medications for opioid use disorder, addiction recovery and other substance use disorder services, screening and assessment, counseling, case management, reentry planning, transitional support, and connections to community-based treatment and recovery-support services. Reasonable project personnel, consultants, travel, supplies, training, and necessary incidental equipment may be requested when directly tied to an approved project.
Restrictions
Supplanting funds appropriated for the same purpose; salary costs for time not dedicated to approved grant activities; capital construction, renovation, remodeling, or land acquisition; purchasing or leasing vehicles; firearms, ammunition, or related equipment; political contributions or lobbying; honoraria; personal entertainment or calls; alcohol; and equipment unless it is necessary and incidental to an approved project.
How to apply
Register or confirm access in the DCJS Online Grants Management System at least two weeks before the deadline and maintain a current, active Unique Entity Identifier through SAM.gov. In OGMS, select Funding Opportunity 579019, “Jail-Based Substance Use Treatment CY2027-2029,” complete the required forms, upload applicable attachments, complete the certifications, and submit by 12:00 p.m. noon on October 13, 2026. Late applications will not be accepted. An optional applicant webinar is scheduled for October 2, 2026, at 10:00 a.m.
Required materials
The OGMS application consists of general information, a face sheet, project narrative, goals and objectives, a budget grid and applicable itemized budget forms, attachments, and certifications. Job descriptions must be attached for positions for which grant funding is requested. A Consultant Rate Justification Form is required when an individual consultant rate exceeds $650 per day or $81.25 per hour.
