FY 2025 Byrne - Justice Assistance Grant Solicitation Law Enforcement Equipment

Summary: Virginia DCJS made $2,000,000 in federal Byrne JAG funds available through a competitive solicitation for eligible Virginia local sheriff departments to purchase equipment that improves daily law-enforcement services, agency capacity, efficiency, or officer and citizen safety. Applications required a 25% local cash match and were due by 5:00 p.m. Eastern Time on February 10, 2025.
This competitive Virginia DCJS solicitation supported equipment purchases by local sheriff departments that were not the lead law-enforcement agency in their locality. Projects could purchase or update allowable equipment, supplies, computer software, and communications technology that improved daily law-enforcement services, agency capacity, efficiency, or officer and citizen safety.
Total application budgets had to be between $10,000 and $75,000, including a required 25% local cash match. Federal funds could cover no more than 75% of total project costs. The six-month grant period was April 1 through September 30, 2025, and awards could not be extended or continued.

All local sheriff departments in Virginia that were not considered the lead law-enforcement agency within their locality. Each entity could submit only one application.
What can the funding be used for?
DCJS-approved equipment and supplies, computer software, and communications technology that improved or enhanced daily law-enforcement services, ensured officer or citizen safety, or increased agency capacity and efficiency. Requested items also had to be allowable under the federal Byrne JAG program.
Restrictions
Supplanting state or local funds; transactions or purchases outside the grant period; multi-year purchases extending beyond the performance period; additional or add-on warranties; indirect costs; training; personnel; consultants; travel; subsistence; weapons, ammunition, and related equipment normally and routinely provided by the locality; standard clothing and uniforms normally and routinely provided by the locality; construction or renovation; land acquisition; lobbying and political contributions; honoraria and bonuses; personal entertainment; personal calls; alcohol, refreshment breaks, or meals at training events, meetings, or conferences; and vehicles.
How to apply
Submit one complete application through the DCJS Online Grants Management System (OGMS) by 5:00 p.m. Eastern Time on February 10, 2025. Email and paper applications were not accepted. Applicants were advised to register early because OGMS registration could take several days, and every application form had to be marked complete before submission. Applications underwent competitive review, with final decisions to be made by the Criminal Justice Services Board in March 2025.
Required materials
Required OGMS components included the face sheet, project narrative, goals and objectives, budget, non-supplantation certification, general conditions and assurances, lobbying and debarment certification, and authority certification. Every required OGMS field and form had to be completed. The guidelines did not identify a universally required external attachment.
