Summary: Federal formula funding for state crisis-intervention court proceedings and directly related initiatives addressing gun violence and suicide. What can the funding be used for?
Creation or enhancement of crisis-intervention court proceedings and directly related initiatives; specialized law-enforcement crisis-response and intervention training, including officer overtime to attend training; crisis-intervention personnel, supplies, and related costs; expansion of drug, mental-health, and veterans treatment courts; prosecutor, pretrial, and court diversion; clinicians embedded in prosecutor, public-defender, or court agencies; assisted outpatient treatment and civil commitment; behavioral threat assessment programs and training; regional crisis call centers; crisis receiving and stabilization facilities; suicide prevention and intervention; gun-safety programs; and qualifying ERPO programs and training.
Restrictions
Programs or initiatives solely focused on non-crisis-intervention activities without a reasonable or rational connection to crisis intervention; activities that violate or facilitate violations of applicable federal immigration, civil-rights, or nondiscrimination law; generally, legal services for removable or unlawfully present aliens, subject to the exceptions stated in the NOFO; supplanting state or local funds; prohibited lobbying; direct administrative costs exceeding 10 percent of the total award; prizes, rewards, entertainment, trinkets, monetary incentives, client stipends, gift cards, food and beverages, ERPO public-awareness campaigns, profit, or management fees. Absent specific statutory authority, Byrne SCIP funds may not be used to match other federal awards.
How to apply
Begin the registration or renewal process by August 27, 2026, and complete SAM.gov registration or renewal no later than September 3, 2026. Submit the SF-424 through Grants.gov by October 6, 2026, at 11:59 p.m. Eastern Time. Submit the full application through JustGrants by October 13, 2026, at 8:59 p.m. Eastern Time. The JustGrants deadline is the final application deadline.
Required materials
Step 1 requires the SF-424 through Grants.gov. Step 2 materials include Standard Applicant Information, a proposal abstract, the Financial Management and System of Internal Controls Questionnaire including high-risk-status disclosure, a proposal narrative, the Budget Detail Separate Attachment, an indirect-cost-rate agreement if applicable, the Research and Evaluation Independence and Integrity Statement if applicable, Disclosure of Lobbying Activities, Disclosure of Duplication in Cost Items if applicable, DOJ Certified Standard Assurances, DOJ Certifications, and the Applicant Disclosure and Justification for DOJ High-Risk Grantees if applicable. Before using funds for an ERPO program, a recipient must submit the specified certification signed by a principal legal officer.
