FY 2026 Comprehensive Community Corrections Act (CCCA) and Pretrial Services Act (PSA)

Who is eligible?

Applicant types: Virginia county and city governments currently receiving DCJS grants for CCCA/PSA programs.

County or city governments currently receiving DCJS CCCA/PSA grants. For a multi-jurisdictional effort, one participating locality must apply for all participating jurisdictions and serve as the administrative and fiscal agent. Eligible organizations must not be excluded or debarred from Commonwealth business, must be in good standing with state agencies with which they have a grant or contractual relationship, and must hold required licenses and certifications. The guidelines separately state that private organizations may provide local probation or pretrial services only if they were doing so on or before July 1, 1995, but they are not identified as direct applicants under this funding opportunity.

What can the funding be used for?

Reasonable, justified, and itemized costs supporting approved local community-based probation and pretrial services, including grant-related personnel and fringe benefits, consultants, staff or volunteer travel, equipment, supplies and other expenses, and indirect costs not exceeding 1% of the state-funded award. Costs must support approved activities and be incurred or obligated during the grant period.

Restrictions

Supplanting existing state or local funds; salary for time not dedicated to approved grant activities; capital construction, renovation, remodeling, or land acquisition; purchasing or leasing vehicles; firearms, ammunition, or related equipment; lobbying or political contributions; overtime or honoraria; personal entertainment, personal calls, or alcohol; clothing or uniforms; and bonuses or raises not specifically authorized under the locality's compensation plan. Long-term residential treatment or placements of 28 days or more are not an appropriate use. Programs may not collect pretrial supervision fees, including drug-testing or confirmation fees, from supervised individuals.

How to apply

Submit the application through the DCJS Online Grants Management System and select Funding Opportunity 544593, “Community Corrections & Pretrial Services - FY2026.” Enter the application type as “Continuation” and provide the FY2025 OGMS grant number. Applicants were advised to register or confirm OGMS access at least two weeks before submission. Applications were competitively reviewed, and Criminal Justice Services Board award determinations were expected in June 2025.

Required materials
