Who is eligible?
Applicant types: Qualifying state law enforcement agencies.
Applicants must be state law enforcement agencies with primary authority over state seizures of heroin and other opioids, multijurisdictional reach, and an interdisciplinary task-force structure. For this NOFO, a state includes any U.S. state, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands. The program is intended for agencies in states with high per-capita rates of primary treatment admissions; the supplied source does not provide a list of qualifying states.
What can the funding be used for?
Salaries and fringe benefits for eligible new full-time sworn career law enforcement officers, eligible rehired officers, and, as an FY26 exception, existing positions supported by prior AHTF awards; civilian personnel not already supported in the local budget, such as project coordinators and drug analysts; AHTF-related travel and training; equipment, technology, and supplies; procurement contracts and consultants; software and prepaid warranties or maintenance agreements not exceeding 36 months; and overtime for sworn officers and civilians conducting AHTF-related investigative activities.
Restrictions

How to apply
This is a two-step application. Applicants first had to submit the SF-424 through Grants.gov by July 23, 2026, at 4:59 p.m. ET. The complete application then had to be submitted through JustGrants by the final deadline of July 29, 2026, at 4:59 p.m. ET.
Required materials
Required components include the Grants.gov SF-424 and, in JustGrants, Standard Applicant Information, a proposal abstract, requested survey data, a Budget Detail Worksheet with narrative justification, and applicable disclosures, assurances, and certifications. A noncompetitive or sole-source justification and consultant-rate justification are required when applicable. Letters of support may be submitted as applicable but are not identified as universally required.
