FY 2026 Preparing for Active Shooter Situations (PASS) Program

Summary: One cooperative agreement to deliver nationwide, scenario-based, multidisciplinary active-shooter and terrorism-response training to at least 20,000 first responders, including law-enforcement personnel. Applicants must be capable of operating as the national training provider; agencies applying merely to receive training are outside the program’s scope.
The FY 2026 Preparing for Active Shooter Situations (PASS) Program supports a national provider of scenario-based training for integrated responses to active-shooter threats and acts of terrorism. Training audiences include police, fire, emergency medical services, dispatchers, medical personnel, facility security, emergency management personnel, mental-health and social-service providers, and other professionals important to an integrated response.
The recipient must provide nationwide training to at least 20,000 first responders during the 12-month award period. Required content includes tactical medical intervention train-the-trainer instruction for law enforcement, command-level incident leadership, emergency-call-center communications, preparedness exercises, school and campus response, responder resiliency, and post-event wellness. Public governmental and law-enforcement agencies may apply, but an applicant merely seeking training for its own personnel will not be considered.
Who is eligible?
Applicant types: State, county, city or township, special-district, and Tribal governments; public governmental agencies; public and private institutions of higher education; nonprofit organizations; for-profit organizations and small businesses; community groups; and faith-based organizations.
The opportunity is open to public governmental agencies, federally recognized Indian tribes, other Tribal governments, institutions of higher education, nonprofit organizations, for-profit organizations, community groups, and faith-based organizations. The applicant must be capable of delivering nationwide training to at least 20,000 first responders during the award. A law-enforcement agency may apply as a provider, but an agency applying merely to receive active-shooter training will not be considered.
What can the funding be used for?
Development and nationwide delivery of scenario-based, multidisciplinary training addressing active-shooter threats or acts of terrorism; law-enforcement and civilian awareness training; tactical medical intervention train-the-trainer instruction for law enforcement; command-level incident leadership; dispatcher communications training; preparedness exercise planning; school and campus response training integrated with local law enforcement; coordination with mental-health and social-service providers; and responder resiliency and post-event wellness training.
Restrictions
Projects merely requesting active-shooter training; projects unable to deliver training nationally; projects unable to train at least 20,000 first responders during the award; projects not focused on the required active-shooter training model; profit or management fees for for-profit recipients; and costs incurred before the award period. How to apply
Apply in two steps: submit the SF-424 through Grants.gov by August 4, 2026, at 4:59 p.m. ET, and then submit the complete application and required attachments through JustGrants by August 11, 2026, at 4:59 p.m. ET. The proposal narrative generally may not exceed 20 pages and must comply with the NOFO’s formatting requirements.
Required materials
Step 1 requires the SF-424 in Grants.gov. Step 2 in JustGrants requires Standard Applicant Information, a proposal abstract, PASS eligibility and solicitation data, a proposal narrative, the web-based budget detail worksheet, a separate budget narrative, curricula vitae or résumés for key project staff as applicable, a project timeline, and required disclosures, assurances, and certifications. If applicable, applicants must provide an indirect-cost-rate agreement, noncompetitive or sole-source justification, consultant-rate justification, and memoranda of understanding or letters of intent. Letters of support are optional.
