Internet Crimes Against Children Grant Program, FY2026

Summary: Texas state funding for the three designated Internet Crimes Against Children Task Force lead agencies to respond to technology-facilitated child sexual exploitation and Internet crimes against children through investigative and forensic activities, training and technical assistance, victim services, and community education.
This program supports qualifying Texas Internet Crimes Against Children Task Forces addressing technology-facilitated child sexual exploitation and Internet crimes against children. Eligible costs include investigator and prosecutor salaries or overtime, training and travel, supplies, direct operating expenses, and equipment.
Applications were limited to the Texas Office of the Attorney General, City of Dallas, and City of Houston as U.S. Department of Justice-recognized ICAC Task Force lead agencies. Projects must begin on or after September 1, 2025, and may not exceed 12 months.
Who is eligible?
Applicant types: State and municipal government entities limited to three named U.S. Department of Justice-recognized ICAC Task Force lead agencies.
Only the Texas Office of the Attorney General, City of Dallas, and City of Houston, as lead agencies of Internet Crimes Against Children Task Forces recognized by the U.S. Department of Justice. Applicants were also required to satisfy applicable cybersecurity training, criminal-history disposition reporting, UCR and Texas-specific crime reporting, immigration-enforcement certification, sexual-assault evidence tracking, SAM registration, and UEI requirements.
What can the funding be used for?
Activities supporting qualifying ICAC Task Forces in preventing technology-facilitated enticement and sexual exploitation of children or the use of the Internet for the production, manufacture, and distribution of child pornography. Eligible costs include investigator and prosecutor salaries or overtime, training and travel, supplies, direct operating expenses, and equipment.
Restrictions
Construction, renovation, or remodeling; medical services; standard-issue law-enforcement equipment; participant transportation, lodging, per diem, or related costs when grant funds are used to develop and conduct training; unallowable costs listed in the Guide to Grants; and anything prohibited by federal, state, or local law or regulation.
How to apply
Applicants had to register and apply through the Texas Office of the Governor Public Safety Office eGrants system. Applications had to be submitted and certified by 5:00 p.m. CST on February 13, 2025. PSO screened applications for compliance and made funding decisions based on eligibility, reasonableness, available funding, and cost-effectiveness.
Required materials
Cybersecurity Training Certification for State and Local Governments when applicable; CEO/Law Enforcement Certifications and Assurances Form when applicable. Applicants also had to be registered in SAM and have an assigned UEI.
