Peace Officer Mental Health Program, FY2027

Summary: Texas funding for confidential, evidence-based mental health care, resiliency services, supporting personnel, and related training for peace officers experiencing duty-related trauma and stress.
This Texas program supports specialized mental health and resiliency services provided directly to peace officers affected by trauma or stress arising from their duties. Eligible costs include mental health counseling and care, personnel delivering or supporting services, and related skills training.
Eligible applicants are state agencies, units of local government, and educational institutions that operate law-enforcement agencies employing qualifying Texas peace officers. Local law-enforcement offices must apply through an affiliated unit of government. Projects may not exceed 12 months and must occur between October 1, 2026, and September 30, 2027.
Who is eligible?
Applicant types: Texas state agencies, units of local government, and educational institutions that operate law-enforcement agencies employing peace officers as defined under Chapter 2A of the Texas Code of Criminal Procedure.
Eligible entities include municipalities, counties, independent school districts, universities, public and private colleges and universities, community colleges, and hospital districts that operate law-enforcement agencies and seek specialized mental health services for their peace officers. Local law-enforcement agencies and offices must apply through an affiliated unit of government. Police departments apply through their municipal government, while community supervision and corrections departments, district attorneys, and judicial districts apply through an affiliated county government. Applicants must satisfy all applicable reporting, cybersecurity, immigration-enforcement certification, SAM registration, UEI, and other program eligibility requirements.
What can the funding be used for?
Mental health counseling and other mental health care; department personnel costs incurred in providing direct services and supporting activities under an implemented program, practice, or service; and skills training for department personnel related to providing those direct services. Funded services must be accessible to all personnel who are peace officers.
Restrictions
Lobbying or advocacy concerning legislation or administrative policy; active criminal investigation or prosecution; fundraising; capital improvements, property losses or expenses, real estate purchases, mortgage payments, remodeling, or construction; transportation, lodging, per diem, or related costs for third-party training participants when grant funds are used to develop and conduct the training; leasing or purchasing vehicles; research and studies; standard-issue law-enforcement equipment; promotional items; and other costs prohibited by law, regulation, or the Guide to Grants. Grant-funded personnel also may not perform fitness-for-duty examinations or activities related to officer-involved-shooting investigations.
How to apply
Register and apply through the Texas Office of the Governor Public Safety Office eGrants system. Submit and certify the complete application, including all required attachments, by 5:00 p.m. CST on February 12, 2026. PSO will screen applications for compliance and use staff members or a selected review group before making final funding decisions based on eligibility, reasonableness, available funding, and cost-effectiveness.
Required materials
A fully executed governing-body resolution for applicants subject to the resolution requirement; a CEO/Law Enforcement Certifications and Assurances Form for each local unit of government or institution of higher education operating a law-enforcement agency; a Cybersecurity Training Certification for local-government applicants subject to that requirement; and properly executed memoranda of understanding or mutual aid agreements for services the applicant cannot or will not provide in-house. Applicants must also be registered in SAM and have a UEI.
