Summary: Texas state funding for Councils of Governments to administer regional programs providing basic or advanced training for peace officers, jailers, and other law-enforcement personnel.
This Texas program supports regional, cost-effective training for law-enforcement and criminal-justice officials. Applications may be submitted only by a Texas Council of Government.
Eligible costs include personnel, contracted training services, equipment, training, supplies, direct operating expenses, and indirect costs that directly support basic or advanced law-enforcement training. Projects must begin on or after September 1, 2025, and end no later than August 31, 2027.
Who is eligible?
Applicant types: Texas Councils of Governments only
Applications may be submitted only by a Council of Government in Texas. Applicants must meet applicable program compliance requirements, register in the federal System for Award Management, and have a Unique Entity ID.
What can the funding be used for?
Costs directly supporting basic or advanced training for peace officers, jailers, and other law-enforcement personnel, including program personnel, contractual training services, equipment, training, supplies, direct operating expenses, and indirect costs.
Restrictions
Construction, renovation, or remodeling; medical services; standard-issue law-enforcement equipment; participant transportation, lodging, per diem, or related costs when grant funds are used to develop and conduct training; costs prohibited by the Guide to Grants; and costs prohibited by federal, state, or local law or regulation.
How to apply
Applicants were required to register and apply through the Texas Office of the Governor's eGrants system and submit and certify the application by 5:00 PM CST on February 13, 2025. PSO screens applications for compliance and reviews them based on eligibility, reasonableness, available funding, and cost-effectiveness.
Required materials
Applicants subject to the cybersecurity certification requirement must upload the Cybersecurity Training Certification for State and Local Governments. Covered local governments and institutions of higher education operating law-enforcement agencies must upload the CEO/Law Enforcement Certifications and Assurances Form.
