Summary: Competitive three-year grants for Virginia local and regional jails to establish, expand, or enhance substance use disorder treatment and transitional services for incarcerated individuals and people being released from jail.
The Virginia Department of Criminal Justice Services offered competitive three-year grants to Virginia local and regional jails for substance use disorder treatment and transitional services. Eligible projects could establish or improve medication-assisted treatment, addiction recovery services, other SUD treatment, reentry support, or related transitional services.
Priority was given to jails without existing SUD treatment programs and to regional jails that had not received funding from the Virginia Opioid Abatement Authority. Awards operate on a cost-reimbursement basis for the grant period July 1, 2025, through June 30, 2028.
Who is eligible?
Applicant types: Virginia local and regional jails
Applicants must be local or regional jails in Virginia; must not be excluded or debarred from doing business with the Commonwealth of Virginia; must be in good standing with state agencies with which they have an existing grant or contractual relationship; must hold required professional and state licenses and certifications; and must be planning, implementing, expanding, or enhancing eligible jail-based SUD treatment programs or transitional services.
What can the funding be used for?
Planning and implementing a new SUD treatment program within a local or regional jail; expanding or enhancing an existing jail-based SUD treatment program; and planning, implementing, expanding, or enhancing transitional services for individuals with SUD who are being released from jail. Programs may include medication-assisted treatment, addiction recovery and other SUD services, reentry support, transitional support, or combinations of these services. Reasonable, justified, and project-related personnel, consultant, travel, equipment, supply, and other costs may be requested subject to the guidelines.
Restrictions
Supplanting funds appropriated for the same purpose; salary for time not dedicated to approved grant-funded activities; capital construction, renovation, remodeling, or land acquisition; purchasing or leasing vehicles; firearms, ammunition, or related equipment; lobbying or political contributions; honoraria; personal entertainment, personal calls, or alcohol; and indirect costs.
How to apply
Submit the application and required attachments through the DCJS Online Grants Management System and select Funding Opportunity 548175, SFY2026-2028JSUT. Applicants were advised to register or confirm OGMS access at least two weeks before the deadline. Applications were competitively reviewed based on the budget, demonstrated need, project description, goals and objectives, performance and compliance considerations, program design, sustainability, cost effectiveness, and availability of funds.
Required materials
Required OGMS components include the face sheet, budget summary, project narrative of no more than 10 pages, project-specific goals and objectives, applicable itemized budget forms, General Conditions and Assurances, Lobbying and Debarment Certification, Non-Supplantation form, and Authority Certification. Conditional attachments include job descriptions for each grant-funded staff position and a delegation letter when signing authority is assigned to someone other than the specified official.
