Summary: Virginia state funding limited to three named sheriff’s offices and one regional jail to continue jail-based substance use disorder treatment and transition services for incarcerated individuals.
The Virginia Department of Criminal Justice Services is accepting applications for a 36-month grant supporting previously funded substance use disorder treatment and transition programs in Virginia local and regional jails. Eligible applicants are limited to the Franklin County Sheriff’s Office, Norfolk City Sheriff’s Office, Newport News Sheriff’s Office, and Riverside Regional Jail.
Funded programs may include medication-assisted treatment, addiction recovery and other substance use disorder services, reentry assistance, and transitional support. DCJS anticipates making $600,000 available under this opportunity, and an applicant may request up to $150,000 for the full grant period. Applications must be submitted through OGMS by noon on April 24, 2026.
Who is eligible?
Applicant types: Three specifically named Virginia sheriff’s offices and one specifically named regional jail
Eligibility is limited to the Franklin County Sheriff’s Office, Norfolk City Sheriff’s Office, Newport News Sheriff’s Office, and Riverside Regional Jail for continuation of programming previously funded under the Addiction Recovery Grant Program. Applicants must not be excluded or debarred from doing business with Virginia, must hold required professional and state licenses and certifications, and must plan, implement, expand, or enhance substance use disorder treatment or transition services within a local or regional jail.
What can the funding be used for?
Substance use disorder treatment and transitional services for individuals incarcerated in Virginia local or regional jails, including medication-assisted treatment therapies, addiction recovery and other substance use disorder services, reentry support, transitional support, or combinations of these services. Reasonable and justified personnel, consultant, travel, supply, and necessary incidental equipment costs may be requested subject to the guidelines. Funds must supplement and not supplant existing state or local funding.
Restrictions
Salary attributable to time not devoted to approved grant activities; capital construction, renovation, remodeling, or land acquisition; purchasing or leasing vehicles; firearms, ammunition, or related equipment; political contributions or lobbying; honoraria; personal entertainment, personal calls, or alcohol; indirect costs; and equipment unless necessary and incidental to an approved project.
How to apply
Register or confirm access to the DCJS Online Grants Management System, preferably at least two weeks before the deadline, and ensure the applicant has a current active UEI. In OGMS, select Funding Opportunity 569366, listed as Jail-Based Substance Use Treatment SFY2027 - 2029, complete the required forms, budget, attachments, and certifications, and submit by 12:00 p.m. noon on April 24, 2026. Late applications will not be accepted.
Required materials
The OGMS application consists of General Information, a Face Sheet, Project Narrative Form, Goals and Objectives Form, budget grid and applicable itemized budget forms, attachments, and certifications. Conditional attachments include job descriptions for positions for which personnel funding is requested, written authorization when someone other than the Project Administrator submits certifications or the application, and a Consultant Rate Justification Form when an individual consultant rate exceeds $650 per day or $81.25 per hour. A current and active Unique Entity Identifier is required for eligibility.
