SFY 2027 Local Violent Crime Prevention (LVCP) Grant

Summary: State funding for Missouri local law enforcement agencies to establish or enhance violent-crime prevention programs, improve crime-data reporting, strengthen community engagement, and acquire eligible law-enforcement technology or equipment. The maximum award is $25,000 per agency.
The SFY 2027 Local Violent Crime Prevention Grant supports Missouri local law enforcement projects that reduce or prevent violent crime and improve crime-data reporting. Supported activities may include community and youth engagement, gang and gun-violence prevention, data-driven policing, crime analytics, interoperable communications, cameras, license plate readers, and other approved technology or equipment.
Applicants must be Missouri local law enforcement agencies and must satisfy applicable state reporting, policy, and program-participation requirements.
Who is eligible?
Applicant types: Missouri local law enforcement agencies
Missouri local law enforcement agencies that comply with applicable DPS requirements concerning vehicle-stop reporting, custodial-interrogation recording policies, intoxication-related traffic-offense reporting, use-of-force reporting, Uniform Crime Reporting or MIBRS, and Rap Back participation. State law enforcement agencies, non-local law enforcement agencies, and noncompliant agencies are ineligible.
What can the funding be used for?
Violent-crime reduction and prevention projects; law-enforcement engagement with youth, churches, and nonprofit organizations; community crime-prevention and crime-reduction strategies; gang-related activity prevention; gun-violence prevention; data-driven policing; license plate readers; mobile data terminals or computers; MOSWIN-compliant radios and interoperable communications equipment; body-worn cameras; dash cameras; gunshot-detection technology; justice-information-sharing technology; communications systems; crime-analytics software; hardware and software; biometric equipment; and equipment supporting youth-engagement programs. Equipment may be subject to policies, interoperability standards, data-sharing requirements, and other conditions in the NOFO.
Restrictions
Unallowable costs include ammunition; protective clothing and related items; ballistic vests, helmets, and shields; road flares or cones; specified vehicle, warning, and jail-surveillance equipment; firearms, less-lethal weapons, batons, and other offensive-use items; land acquisition; personnel; travel and training; bonuses or commissions; lobbying; fundraising; corporate formation; state and local sales taxes; costs incurred outside the project period; aircraft; confidential funds; military-type equipment; non-MOSWIN-compliant radio equipment; vessels or vehicles; and unmanned aircraft or drones.
How to apply
Applications will be accepted only through the Missouri Department of Public Safety online WebGrants System. Applicants must complete all application forms, provide the required documents, and agree to the NOFO terms and conditions. Application instructions are available through the LVCP program webpage.
Required materials
Applicants must complete the Contact Information, DPS Grants State Requirements, Project Package, Interoperable Communications, Budget, and Named Attachments components. Named Attachments must include a quote or cost basis and may include up to five other supporting attachments. Applications requesting interoperable communications equipment must include quotes that comply with the Radio Interoperability Guidelines. The NOFO requires certain other equipment-related policies or documentation at later implementation, claim, or reimbursement stages rather than uniformly at application.
