State Crisis Intervention Grant Program FY2026

Summary: Texas-administered Byrne State Crisis Intervention Program funding for crime and violence prevention, crisis intervention, behavioral health crisis services, interpersonal violence initiatives, and violent-crime reduction. Police and other local criminal-justice offices may participate, but applications must be submitted through their affiliated unit of local government.
This program supports Texas projects addressing crime, violence, and crises affecting at-risk populations. Eligible projects may fund personnel, equipment, supplies, contractual support, training, technical assistance, and information systems.
Law-enforcement-related priorities include specialized training for officers responding to high-risk situations, domestic-violence initiatives, protection-order infrastructure, gang and violent-crime intervention, and multidisciplinary crisis responses. Local police departments and other local criminal-justice offices must apply through an affiliated unit of government and include an authorizing resolution.
Who is eligible?
Applicant types: Texas state agencies; public and private institutions of higher education; independent school districts; Native American tribes; councils of governments; nonprofit corporations, including hospitals and faith-based organizations; local mental health authorities; local behavioral health authorities; and units of local government.
Eligible applicants include the listed Texas organizations and governmental entities. Local law-enforcement agencies and offices must apply through an affiliated unit of government and include an authorizing resolution. Police departments must apply through their municipal government, while community supervision and corrections departments, district attorneys, and judicial districts must apply through an affiliated county government. Applicants must satisfy applicable cybersecurity, criminal-history disposition, UCR and Texas reporting, immigration-enforcement certification, and SAM registration requirements.
What can the funding be used for?
Additional personnel, equipment, supplies, contractual support, training, technical assistance, and information systems for preventing, intervening in, or reducing crime and violence or providing essential crisis services. Priorities include domestic-violence courts and high-risk teams; training for investigators, prosecutors, and judges; protection-order infrastructure; crisis screening and mobile crisis outreach; community crisis facilities; behavioral health and youth services; multidisciplinary violence intervention; specialized law-enforcement training for high-risk situations; and youth or gang-violence prevention. Direct administrative costs may not exceed 10% of the total budget.
Restrictions
Construction, renovation, or remodeling; medical services; standard-issue law-enforcement equipment; transportation, lodging, per diem, or related participant costs when grant funds are used to develop and conduct training for outside participants; unmanned aircraft systems or vehicles and related accessories; costs prohibited by the Guide to Grants; and uses prohibited by federal, state, or local law or regulation.
How to apply
Applicants must register and apply through the Texas Office of the Governor Public Safety Office eGrants system. The Office of the Governor screens applications for compliance with the announcement, and the Texas State Crisis Intervention Program Committee reviews and scores eligible applications. Final decisions may also consider cost effectiveness, available funding, state priorities, legislative directives, need, geographic distribution, and other relevant factors.
Required materials
As applicable, an authorizing resolution from the affiliated unit of government for a local law-enforcement or criminal-justice office; Cybersecurity Training Certification for State and Local Governments; CEO/Law Enforcement Certifications and Assurances Form for each application from a local unit of government or institution of higher education operating a law-enforcement agency; and CEO/NGO Certifications and Assurances Form for nonprofit applicants. Applicants must also be registered in SAM.
