State Crisis Intervention Grant Program FY2027

Summary: Texas funding for projects that prevent, intervene in, or reduce crime and violence or provide essential crisis services to at-risk populations. Local law-enforcement agencies and affiliated corrections, community-supervision, prosecution, and judicial offices are expressly contemplated but must apply through an affiliated municipal or county government.
The Texas Office of the Governor's Public Safety Office will support projects that prevent, intervene in, or reduce crime and violence or provide essential crisis services to at-risk populations in Texas communities. Eligible activities include interpersonal-violence intervention, behavioral-health crisis response, violent-crime and gang intervention, domestic-violence court initiatives, protection-order infrastructure, and specialized training for law-enforcement and other criminal-justice professionals.
Local law-enforcement agencies and affiliated criminal-justice offices may not apply independently. Police departments must apply through their municipal government, while community supervision and corrections departments, district attorneys, and judicial districts must apply through an affiliated county government. Funding may support additional personnel, equipment, supplies, contractual support, training, technical assistance, and information systems, subject to the solicitation's restrictions.
Who is eligible?
Applicant types: State agencies; public and private institutions of higher education; independent school districts; Native American tribes; councils of governments; nonprofit corporations, including hospitals and faith-based organizations; local mental health authorities; local behavioral health authorities; and units of local government. Local law-enforcement and affiliated criminal-justice offices must apply through an eligible affiliated unit of government.
Eligible organizations serving Texas communities include state agencies, higher-education institutions, independent school districts, Native American tribes, councils of governments, nonprofit corporations, specified mental or behavioral health authorities, and units of local government. Police departments must apply through their municipal government. Community supervision and corrections departments, district attorneys, and judicial districts must apply through an affiliated county government. Applicants must also satisfy SAM and UEI registration and the solicitation's applicable compliance requirements.
What can the funding be used for?
Additional personnel, equipment, supplies, contractual support, training, technical assistance, and information systems used to prevent, intervene in, or reduce crime and violence or provide essential crisis services. Examples include domestic-violence courts and high-risk teams; training for investigators, prosecutors, and judges; protection-order infrastructure; crisis screening and mobile crisis outreach; community-based crisis facilities; services for at-risk youth; multidisciplinary violence intervention; gang-related violence prevention; and specialized training for law enforcement and other professionals responding to high-risk situations. Direct administrative costs may not exceed 10% of the total budget.
Restrictions
Construction, renovation, or remodeling; medical services; standard-issue law-enforcement equipment; transportation, lodging, per diem, or related costs for outside participants when grant funds are used to develop and conduct training; unmanned aircraft systems or vehicles and accompanying accessories; unallowable costs listed in the Guide to Grants; and uses prohibited by federal, state, or local law or regulation.
How to apply
Applicants must register and apply through the Texas Public Safety Office eGrants system and submit and certify a complete application with all applicable executed attachments by 5:00 p.m. CST on February 12, 2026. The Office of the Governor will screen applications for compliance. The Texas State Crisis Intervention Program Committee will review and score eligible applications, and the Office of the Governor will make final funding decisions. Projects may be partially funded or revised to a narrower scope.
Required materials
As applicable, applicants must submit a fully executed governing-body resolution; the CEO/Law Enforcement Certifications and Assurances Form for each local unit of government and institution of higher education operating a law-enforcement agency; the CEO/NGO Certifications and Assurances Form for nonprofit applicants; and the Cybersecurity Training Certification required of government entities. Applicants must also be registered in SAM and have a UEI. The resolution must authorize the application, identify the project, commit applicable matching funds, designate authorized and financial officials, and assure repayment of lost or misused funds.
