State Homeland Security Program 2023 – LETPA Projects (SHSP-L)

Summary: Texas-administered federal homeland-security funding for projects that build or sustain law-enforcement capabilities to prevent, interdict, or disrupt terrorism and targeted violence.
This Texas solicitation supported state, tribal, regional, local, nonprofit, and higher-education projects that strengthen capabilities to prevent or thwart terrorism. Supported law-enforcement activities included intelligence and information sharing, investigations, suspicious-activity reporting, interdiction, screening and detection, protection of crowded places, operational coordination, SWAT sustainment, and terrorism-focused training and exercises.
Every project had to support terrorism preparedness and address applicable preparedness capabilities. Local and regional applications were subject to the relevant council of governments' planning and prioritization requirements.
Who is eligible?
Applicant types: State agencies; regional councils of governments; units of local government; nonprofit organizations; universities or colleges; and federally recognized Native American tribes.
Eligible applicants were Texas state agencies, regional councils of governments, units of local government, nonprofit organizations, universities or colleges, and federally recognized Native American tribes. The source expressly contemplated applicants operating law-enforcement agencies, subject to UCR and other Texas reporting requirements. Projects had to support terrorism-prevention capabilities.
What can the funding be used for?
Supported activities included terrorism-related emergency operations centers and technology; law-enforcement investigations and operational coordination; intelligence and information sharing; fusion-center activities; intelligence analysts; suspicious-activity reporting; threat assessment; terrorism-prevention planning, training, and exercises; protection of soft targets and crowded places; critical-infrastructure protection; CBRNE and WMD detection; SWAT and other tactical-team sustainment; border-security-related interdiction capabilities; terrorist surveillance and searches; screening and detection; forensics and attribution; public warning; and protective equipment with a clear terrorism-prevention nexus.
Restrictions
Prohibited costs included inherently religious activities; lobbying; compensation for elected or appointed government officials; general-use vehicles or equipment without a clear terrorism-prevention nexus; routine-patrol mobile data terminals, body cameras, in-car video systems, or radar; general firefighting equipment or uniforms; weapons, ammunition, tasers, weaponized vehicles, explosives except potentially approved explosives for bomb-squad training, and weapon accessories; entertainment admission; promotional items or gifts; most food and refreshments; individual membership dues; services readily available at no cost; supplanting; fundraising; legal services for adult offenders; non-P25-compliant radio equipment; riot-control equipment; and other costs prohibited by applicable law or the Guide to Grants.
How to apply
Applicants had to register and apply through PSO's eGrants system. Local and regional applicants had to contact their applicable regional council of governments and comply with its workshops, planning, prioritization, and other requirements. State agencies and organizations proposing statewide preparedness projects could submit directly to PSO. Applications had to be submitted and certified by 5:00 p.m. CST on February 9, 2023.
Required materials
Local governmental applicants had to upload the Cybersecurity Training Certification for State and Local Governments. Applicants also had to be registered in SAM and have a Unique Entity ID, while cities and counties had to maintain a qualifying emergency management plan or legally participate in an inter-jurisdictional program with a plan on file.
