Summary: Competitive Texas-administered homeland-security funding for election-security projects under FEMA's National Priority Areas. The Texas Office of the Governor, Public Safety Office will competitively fund projects under the State Homeland Security Program's National Priority Areas. Under the current announcement, only projects supporting the Enhancing Election Security National Priority Area will be considered.
Eligible activities include physical-security planning and improvements for election infrastructure, cybersecurity assessments and remediation, election-security navigator support, backups, network segmentation, endpoint protection, denial-of-service protection, migration to .gov domains, online-targeting prevention services, and public-awareness campaigns. Every project must support approved preparedness capabilities and have a clear terrorism-preparedness nexus.
The minimum funding level is $10,000, there is no stated maximum, and no match is required. Total funding remains undetermined, awards are contingent on available federal appropriations, and projects selected by the state require FEMA's enhanced effectiveness review and final approval before funds are released.
Who is eligible?
Applicant types: State agencies; regional councils of governments; units of local government; nonprofit organizations; universities or colleges; federally recognized Native American tribes.
Eligible applicants are Texas state agencies, regional councils of governments, units of local government, nonprofit organizations, universities or colleges, and federally recognized Native American tribes. Applicants must meet all applicable program conditions, including SAM and UEI requirements. Additional reporting, certification, evidence-tracking, cybersecurity-training, emergency-planning, and immigration-enforcement requirements apply according to applicant type and activities.
What can the funding be used for?
Only projects supporting the Enhancing Election Security National Priority Area will be considered. Listed activities include physical-security planning and site-security measures for election infrastructure; election-security and cyber navigator support; cybersecurity risk assessments, training, and planning for election systems; remediation of vulnerabilities identified through risk assessments; iterative or encrypted backups; network segmentation; monitoring, scanning, and endpoint protection; distributed-denial-of-service protection; migration of online services to .gov domains; online-harassment and targeting-prevention services; and public-awareness or preparedness campaigns concerning election security and integrity. Projects must support approved capabilities and have a clear link to preventing, preparing for, protecting against, or responding to terrorism.
Restrictions
Prohibited costs include inherently religious activities; lobbying; compensation for elected or appointed government officials; general-use vehicles or equipment without a clear terrorism nexus; routine-patrol mobile data terminals, body cameras, in-car video systems, or radar units; general firefighting equipment or uniforms; weapons, ammunition, tasers, weaponized vehicles, explosives except potentially approved bomb-squad training, and weapon accessories; amusement, recreational, or sporting-event admission; promotional items or gifts; most food and refreshments; individual membership dues; services readily available at no cost; supplanting; fundraising; legal services for adult offenders; listed non-P25-compliant or otherwise ineligible radio equipment; riot equipment; and other costs prohibited by the Guide to Grants or applicable law.
How to apply
Applicants must register and apply through the Texas Public Safety Office eGrants system. Applicants proposing eligible local or regional projects must contact the applicable regional council of governments and comply with its workshops, workgroups, review, and prioritization requirements. State agencies and other organizations proposing statewide preparedness projects may apply directly to the Public Safety Office. The Public Safety Office screens and reviews applications and makes state funding decisions. Selected National Priority Area projects undergo FEMA enhanced effectiveness review and final approval before funds are released.
Required materials
Applicable submissions include a fully executed governing-body resolution for nonprofit corporations, local units of government, and other political subdivisions; a CEO/Law Enforcement Certifications and Assurances Form for each local unit of government and each institution of higher education that operates a law-enforcement agency; a CEO/NGO Certifications and Assurances Form for nonprofit organizations; and a Cybersecurity Training Certification for local governments. Applicants must also be registered in SAM and have a Unique Entity ID. Failure to submit applicable executed attachments by the application deadline may make an application ineligible.
