Summary: Texas-administered federal homeland-security funding for projects that build or sustain law-enforcement capabilities to prevent or thwart terrorism. Eligible applicants include state agencies, regional councils of governments, local governments, nonprofits, colleges and universities, and federally recognized tribes.
The Texas Public Safety Office is soliciting Federal Fiscal Year 2026 projects under the Law Enforcement Terrorism Prevention Activities component of the State Homeland Security Program. Every funded project must support terrorism preparedness by building or sustaining capabilities related to preventing or thwarting an initial or follow-on terrorist attack.
Eligible activities include law-enforcement operational coordination, intelligence and information sharing, fusion centers and homeland-security task forces, interdiction and disruption, surveillance and detection, SWAT and other specialized capabilities, terrorism-focused planning and exercises, emergency-operations technology, and protection of soft targets and critical infrastructure. Local and regional applicants must coordinate with and comply with requirements established by their applicable regional council of governments.

Eligible applicants operating law-enforcement agencies are subject to the announcement's law-enforcement reporting, certification, and compliance requirements.
What can the funding be used for?
Projects with a clear terrorism-prevention nexus may support emergency operations centers and technology; preparedness and operational planning; terrorism-focused training and exercises; protection of soft targets and crowded places; critical-infrastructure threat assessment and protection; CBRNE and WMD detection and response; SWAT and other specialized capabilities; border-security-related interdiction; surveillance, search, and threat identification; homeland-security task forces and fusion centers; intelligence analysis and information sharing; suspicious-activity reporting; communications, surveillance, and data-analysis technology; personnel training and credentialing; operating procedures; and joint exercises. Every project must assist in preventing or thwarting an initial or follow-on terrorist attack.
Restrictions
Prohibited costs include inherently religious activities; lobbying; compensation for elected or appointed government officials; general-use vehicles or equipment without a clear terrorism-prevention, interdiction, or disruption nexus; routine-patrol mobile data terminals, body cameras, in-car video systems, or radar units; general firefighting equipment or uniforms; weapons, ammunition, tasers, weaponized vehicles, and explosives, except that explosives may potentially be approved for bomb-squad training; weapons accessories; entertainment admission; promotional items or gifts; generally food and refreshments; individual membership dues; services readily available at no cost; supplanting; fundraising; legal services for adult offenders; listed non-P25-compliant or otherwise prohibited radio equipment; riot-control equipment; and other costs prohibited by law or the Guide to Grants.
How to apply
Applicants must register and apply through the Texas PSO eGrants system. Local and regional applicants must contact and comply with their applicable regional council of governments, which may conduct planning workshops, prioritize applications, and impose regional requirements or request limits. State agencies and other organizations proposing statewide preparedness projects may apply directly to PSO. Required attachments must be fully executed and submitted by the deadline. PSO screens applications and makes final funding decisions based on eligibility, applicable priorities, reasonableness, available funding, and cost-effectiveness.
Required materials
As applicable, applicants must submit a fully executed governing-body resolution for nonprofit corporations, local units of government, and other political subdivisions; the CEO/Law Enforcement Certifications and Assurances Form for each local unit of government and institution of higher education operating a law-enforcement agency; the CEO/NGO Certifications and Assurances Form for each nonprofit organization; and the required Cybersecurity Training Certification for covered government entities. Applicants must also be registered in SAM, have a Unique Entity ID, and satisfy applicable reporting and program-certification requirements.
