State Homeland Security Program – Regular Projects (SHSP-R), Federal Fiscal Year 2026

Summary: Texas funding for terrorism-related preparedness projects that build, sustain, and deliver state, tribal, regional, and local capabilities. Eligible government applicants may pursue material law-enforcement activities including SWAT sustainment, terrorist-threat detection, interdiction, surveillance, interoperable communications, investigations, intelligence sharing, fusion centers, and terrorism-focused training and planning.
The Texas Office of the Governor, Public Safety Office solicits projects that prevent, prepare for, protect against, or respond to terrorism and targeted violence. Investments must address identified preparedness gaps, align with applicable capability targets, and have a nexus to terrorism.
Expressly supported law-enforcement uses include SWAT and other tactical capabilities, terrorist-threat detection and investigation, surveillance, interoperable communications, homeland security task forces, fusion centers, intelligence analysis, information sharing, interdiction, and multi-agency exercises. Eligible local and regional applicants must coordinate with their applicable regional council of governments.
Who is eligible?
Applicant types: Texas state agencies; regional councils of governments; units of local government; nonprofit organizations; universities or colleges; and federally recognized Native American tribes.
Eligible applicants include Texas state agencies, regional councils of governments, units of local government, nonprofit organizations, universities or colleges, and federally recognized Native American tribes. Police departments, sheriff's offices, and other governmental law-enforcement agencies may participate through an eligible state or local government applicant. Institutions of higher education that operate law-enforcement agencies are expressly addressed by the eligibility requirements. Applicants must satisfy all applicable reporting, certification, emergency-planning, SAM/UEI, and regional requirements.
What can the funding be used for?
Allowable activities include terrorism-related planning, training, and exercises; emergency operations centers; P25-compliant interoperable communications; soft-target and crowded-place protection; CBRNE/WMD detection and response; SWAT and other tactical-team sustainment; border-security-related interdiction capabilities; surveillance, search, terrorist-threat detection, and investigation; homeland security task forces and fusion centers; intelligence analysis and information sharing; suspicious-activity reporting; and eligible equipment, technology, credentialing, and procedures supporting approved core capabilities.
Restrictions
Prohibited costs include inherently religious activities; lobbying; compensation for elected or appointed government officials; routine-use government vehicles or equipment without a clear terrorism nexus; general firefighting equipment or uniforms; weapons, ammunition, tasers, weaponized vehicles, and explosives except approved explosives for bomb-squad training; firearm accessories; recreational admission; promotional items or gifts; food and refreshments except permitted travel per diem or preapproved working-event costs; individual membership dues; fundraising; supplanting; legal services for adult offenders; non-P25 radio equipment; riot-control equipment; and other costs prohibited by law or the Guide to Grants.
How to apply
Applicants must register and apply through the Texas PSO eGrants system. Eligible local and regional applicants must contact their applicable regional council of governments and comply with its workshops, procedures, requirements, and prioritization process; noncompliance may make an application ineligible. State agencies and other organizations proposing statewide preparedness projects may submit directly to PSO. Fully executed required attachments must be submitted by the application deadline.
Required materials
As applicable, applicants must submit a fully executed governing-body resolution for nonprofit corporations, local units of government, and other political subdivisions; a CEO/Law Enforcement Certifications and Assurances Form for each local unit of government and institution of higher education operating a law-enforcement agency; a CEO/NGO Certifications and Assurances Form for each nonprofit applicant; and required cybersecurity training certification documentation for government applicants subject to the cited requirements. Applicants must also be registered in SAM and have a Unique Entity ID.
