State Homeland Security Program - Supporting Border Crisis Response and Enforcement Projects (HSGP-BC) - Federal Fiscal Year 2026

This Texas State Homeland Security Program solicitation supports projects under FEMA's Supporting Border Crisis Response and Enforcement National Priority Area. Projects must address approved preparedness capabilities and have a clear connection to preventing, preparing for, protecting against, or responding to terrorism.
Eligible activities include staffing and overtime for 287(g) operations, law-enforcement training, information sharing with ICE, screening and communications technology, joint exercises, secure communications, processing-space improvements, and community engagement concerning 287(g) operations. Who is eligible?
Applicant types: Texas units of local government; universities or colleges; federally recognized Native American tribes
Eligible organizations are units of local government, universities or colleges, and federally recognized Native American tribes. Local governments and institutions of higher education that operate law-enforcement agencies are expressly addressed by the requirements. A police department, sheriff's office, corrections operation, or other local law-enforcement project may qualify when submitted by or through an eligible organization and aligned with the approved border-enforcement activities. State agencies are not included in the stated eligible-organization list.
What can the funding be used for?
Approved uses include staffing to expand 287(g) screening in corrections facilities; operational overtime directly tied to 287(g) screening, processing, and enforcement; training for state and local law-enforcement officers in immigration law, civil-rights protections, and 287(g) procedures; information-sharing platforms between ICE and local agencies; screening, detection, and communications technology supporting immigration enforcement; secure communications with ICE field offices; joint exercises involving ICE and local law enforcement; dedicated interview rooms and secure processing spaces; and community engagement and public briefings concerning 287(g) operations. Projects must align with the listed National Priority Area examples and satisfy the required terrorism-preparedness nexus.
Restrictions
Unallowable uses include inherently religious activities; lobbying; salary or other compensation for elected or appointed government officials; general-use vehicles or equipment without a clear terrorism-prevention, interdiction, and disruption nexus; routine-patrol mobile data terminals, body cameras, in-car video systems, or radar units; general firefighting equipment or uniforms; weapons, ammunition, tasers, weaponized vehicles, explosives, and weapon accessories; entertainment admission; promotional items or gifts; generally food and refreshments; individual membership dues; services readily available at no cost; supplanting; fundraising; legal services for adult offenders; non-P25-compliant radio equipment; riot equipment; and other uses prohibited by the Guide to Grants or applicable law.
How to apply
Applicants must register and apply through the Texas Public Safety Office eGrants system. The complete application and required attachments must be submitted and certified by 5:00 p.m. CST on May 1, 2026. PSO will screen and review applications based on eligibility, reasonableness, funding availability, and cost-effectiveness. Projects selected by PSO must undergo an enhanced FEMA effectiveness review and receive final approval before funds are released.
Required materials
Local units of government and other covered political subdivisions must submit a fully executed governing-body resolution. Each local unit of government and institution of higher education operating a law-enforcement agency must submit the CEO/Law Enforcement Certifications and Assurances Form. Local governments must upload the Cybersecurity Training Certification for State and Local Governments. Applicants must also be registered in SAM and possess a Unique Entity ID. Other eligibility conditions include applicable emergency-planning, criminal-history disposition, UCR, immigration-enforcement, and sexual-assault evidence requirements.
