Summary: California reimbursement grants for public agencies that enforce tobacco laws and ordinances to reduce illegal retail sales and marketing of tobacco products to minors and youth.
The California Department of Justice will reimburse eligible public agencies for approved tobacco-enforcement projects lasting 24 or 36 months. Supported work may include retailer inspections, compliance operations, investigations, prosecutions, multiagency task forces, retailer education or diversion, and officer education concerning tobacco laws. The program focuses on illegal retail sales and marketing to minors and youth.
Who is eligible?
Applicant types: Public agencies
California local governments or agencies with authority to enforce state tobacco laws or local ordinances. Eligible agencies may enforce laws concerning illegal retail sales and marketing to minors, conduct compliance checks, investigate violations, or prosecute retail offenders. Applicants must operate in California and should demonstrate significant tobacco-product usage within their jurisdiction.
What can the funding be used for?
Supporting or hiring enforcement officers for activities aimed at reducing illegal retail tobacco sales or marketing to minors and youth; enforcing state tobacco laws, local ordinances, and the statewide flavor ban; retailer inspections; minor-decoy, shoulder-tap, undercover in-store, and online-buy operations; consumer-protection investigations and prosecutions; compliance checks; task-force coordination; retailer education or diversion; and education of enforcement officers about tobacco laws and ordinances.
Restrictions
School- or community-based enforcement of tobacco possession or use, including School Resource Officers; purchasing or using vape detectors; school- or community-based education, including media campaigns; and activities insufficiently related to reducing illegal retail sales or marketing of tobacco products to minors or youth.
How to apply
Submit the DOJ online web-based application with all required attachments. Awards use a reimbursement method; selected public agencies must submit invoices, quarterly progress reports, and other required enforcement data to receive reimbursement.
Required materials
Completed proposal through the online web form; completed budget detail in Microsoft Excel; and letters of commitment when partnering or contracting with another agency to complete part of the grant objectives.
