The Texas Office of the Governor's Public Safety Office expects to make $10 million available for FY2027 body-worn camera projects, subject to appropriations. Eligible applicants are the Texas Department of Public Safety and municipalities or counties that operate law-enforcement agencies employing qualifying peace officers. Local law-enforcement offices must apply through an affiliated unit of government.
Funds may support body-worn cameras, digital video storage and retrieval systems, cloud-based services, and subscriptions or leases within the 12-month project period. A 25% match is required. Recipients must satisfy applicable policy, training, reporting, certification, and program eligibility requirements.
Who is eligible?
Applicant types: Texas Department of Public Safety; eligible Texas municipalities; eligible Texas counties
Applications may be submitted by the Texas Department of Public Safety and by Texas municipalities or counties that operate law-enforcement agencies employing peace officers under Article 2A.001 of the Texas Code of Criminal Procedure. Local law-enforcement agencies and offices must submit through an affiliated unit of government and include an authorizing resolution. The announcement explains that police departments apply through their municipal governments and that community supervision and corrections departments, district attorneys, and judicial districts apply through an affiliated county government; these offices are not identified as independent applicant entities.
What can the funding be used for?
Obtaining body-worn cameras, digital video storage and retrieval systems, cloud-based services, and subscriptions or leasing services falling within the 12-month performance period. Grant-funded cameras may equip qualifying peace officers who engage in traffic or highway patrol, regularly detain or stop motor vehicles, or serve as primary responders directly responding to public calls for assistance.
Restrictions
Ancillary costs associated with body-worn cameras or storage and retrieval services, including policy development, training costs, and staff; in-car cameras and service agreements for in-car camera software; equipment replacement plans other than standard warranties; unallowable costs listed in the Guide to Grants; and costs prohibited by federal, state, or local law or regulation.
How to apply
Register and apply through the Texas Public Safety Office eGrants system. The application and all required attachments must be submitted and certified by 5:00 p.m. CST on February 12, 2026. PSO will screen applications for compliance and then conduct staff or review-group review. Final decisions may consider eligibility, reasonableness, available funding, geographic distribution, cost effectiveness, and other relevant factors.
Required materials
Local units of government and other covered political subdivisions must submit a fully executed governing-body resolution containing the required project authorization, matching-funds commitment, authorized-official and financial-officer designations, and misuse-of-funds assurance. Each covered local unit of government must submit the CEO/Law Enforcement Certifications and Assurances Form. Local governments must upload the applicable Cybersecurity Training Certification. Other registrations, reports, and compliance conditions—including SAM registration and a UEI—are eligibility prerequisites rather than expressly identified application attachments in the supplied announcement.
