The Virginia Department of Criminal Justice Services is offering federal Edward Byrne Memorial Justice Assistance Grant funds to local law enforcement agencies in Virginia. Projects must align with an identified funding focus area and be completed during the June 1, 2026 through September 30, 2026 project period.
Allowable activities include law enforcement equipment and technology, overtime for violent-crime reduction or targeted enforcement, temporary capacity support, training, technical assistance, evaluation, strategic planning, and approved contractual or professional services. Funding is provided on a cost-reimbursement basis and requires a 25% local cash or in-kind match.
Who is eligible?
Applicant types: Virginia local law enforcement agencies
All local law enforcement agencies in Virginia. Each eligible entity may submit only one application. Applicants must have an active SAM.gov registration and Unique Entity Identifier and must not be excluded or debarred from doing business with the federal government or the Commonwealth of Virginia.
What can the funding be used for?
Law enforcement communications equipment, protective gear, forensic tools, records-management technology, data-sharing and crime-analysis upgrades; overtime associated with violent-crime reduction or targeted enforcement; temporary staffing for data analysis, case backlogs, or other grant-supported initiatives; evidence-based training and technical assistance; approved training registration and travel expenses; program evaluation, strategic planning, violence-reduction support, and other approved short-term contractual or professional services. All costs are subject to DCJS review and Byrne JAG requirements.
Restrictions
Supplanting state or local funds; expenditures outside the approved grant period; tanks or armored vehicles; aircraft, unmanned aerial systems, or drones; limousines, yachts, real estate, and vehicles not used primarily for law enforcement; weapons, ammunition, and related equipment routinely provided by the locality; standard clothing and uniforms routinely provided by the locality, including ballistic vests; construction or renovation; land acquisition; lobbying and political contributions; honoraria; bonuses; giveaways or promotional items; personal entertainment; personal calls; alcohol; vehicles routinely provided by the locality to personnel in the same roles; and refreshments or meals at training events, meetings, or conferences.

Apply through the DCJS Online Grants Management System. Register or confirm OGMS access in advance, select Funding Opportunity 567479, complete the required forms and applicable itemized budget forms, include the 25% local match in the budget, upload the required certifications and attachments, and submit by 3:00 p.m. local time on March 13, 2026. Late applications will not be accepted. Each eligible entity may submit only one application.

Required OGMS forms and applicable itemized budget forms; General Conditions and Assurances; Lobbying and Debarment Certification; proof of active SAM registration showing the UEI and a current expiration date; Non-Supplantation Agreement; Authority Certification; and, if someone other than the Project Administrator signs certifications, an agency-letterhead document signed by the Project Administrator that delegates signing authority. Supporting cost documentation is required where directed by the applicable budget form.
