Summary: Texas-administered federal pass-through funding for partnerships and data-driven strategies that reduce violent crime, address gangs and firearms offenses, strengthen focused enforcement, and improve community engagement with law enforcement.
The FY2026 Project Safe Neighborhoods program supports Texas initiatives designed to achieve sustained reductions in violent crime. Projects must address community engagement, focused and strategic enforcement, prevention and intervention, or accountability and outcome analysis.
Eligible work includes violent-crime planning and enforcement, gun-law enforcement, intelligence and analytics, gang task forces, community-based interventions, and evaluation. Local law-enforcement offices cannot apply independently; they must apply through an affiliated unit of local government and provide an authorizing resolution.
Who is eligible?
Applicant types: Public and private institutions of higher education; independent school districts; nonprofit corporations, including hospitals and faith-based organizations; and units of local government. Local law-enforcement agencies and offices must apply through an affiliated unit of government.
Eligible units of local government are non-statewide governmental bodies with authority to establish a budget and impose taxes. Police departments must apply through their municipal government. Community supervision and corrections departments, district attorneys, and judicial districts must apply through an affiliated county government. Applicants must satisfy applicable cybersecurity, criminal-history disposition reporting, UCR and Texas reporting, immigration-enforcement certification, sexual-assault evidence tracking, SAM registration, and UEI requirements. Funded entities must be located in a Texas county meeting the specified adult and juvenile disposition-completeness thresholds.
What can the funding be used for?
Comprehensive violent-crime reduction plans; enforcement of gun laws; focused strategies addressing individuals, organizations, and places driving violence; evidence-based prevention and intervention, including juvenile justice, street outreach, conflict mediation, treatment, social services, and community-norm initiatives; intelligence and data analysis; outcome collection and evaluation; community engagement; gang task forces; salaries, wages, fringe benefits, and overtime for personnel supporting the project; approved workshops and events; implementation and evaluation travel; project equipment; and project-related printing, publication, and duplication.
How to apply
Applicants must register and apply through the Texas Office of the Governor's eGrants system. The Office of the Governor screens applications for compliance, performs the described peer/merit review, and makes final decisions based on eligibility, reasonableness, available funding, geographic distribution, cost effectiveness, and other relevant factors. Applications had to be submitted and certified by February 13, 2025, at 5:00 PM CST.
Required materials
Applications submitted on behalf of local law-enforcement agencies or offices require an authorizing resolution from the affiliated unit of government. Local governments must upload the Cybersecurity Training Certification for State and Local Governments. Each local unit of government and institution of higher education operating a law-enforcement agency must upload the CEO/Law Enforcement Certifications and Assurances Form. Applicants must have active SAM registration and a UEI. Gang task-force applicants must provide task-force information and a list of participating agencies.
