Project Safe Neighborhoods Grant Program, FY2027

Summary: Texas-administered funding for partnerships and data-driven strategies that reduce violent crime, including gang activity and firearms offenses. Local law-enforcement and criminal-justice offices may participate but must apply through an affiliated unit of local government.
The FY2027 Project Safe Neighborhoods program supports Texas projects designed to achieve sustained reductions in violent crime. Applications must address at least one of four PSN design features: community engagement, focused and strategic enforcement, prevention and intervention, or accountability.
Eligible work includes gun-law enforcement strategies, intelligence and crime-data analysis, targeted enforcement, gang-task-force activities, community partnerships, and evidence-based violence intervention. Police departments must apply through their municipal government, while community supervision and corrections departments, district attorneys, and judicial districts must apply through an affiliated county government.
Who is eligible?
Applicant types: Public and private institutions of higher education; independent school districts; nonprofit corporations, including hospitals and faith-based organizations; and units of local government.
Eligible applicants include public and private institutions of higher education, independent school districts, nonprofit corporations, and units of local government. Local law-enforcement and criminal-justice offices must apply through an affiliated governmental unit: police departments through their municipal government and community supervision and corrections departments, district attorneys, and judicial districts through an affiliated county government. Applicants must meet all applicable reporting, certification, SAM registration, UEI, and other eligibility requirements.
What can the funding be used for?
Funds may support comprehensive violent-crime reduction plans; enforcement of gun laws; focused enforcement involving people, organizations, or places driving violence; qualifying gang-task-force efforts; evidence-based prevention and intervention, juvenile justice, outreach, conflict mediation, treatment, social-service, reentry, and community-trust activities; and intelligence and data activities identifying violent-crime drivers and measuring outcomes. Eligible costs include project personnel salaries, wages, fringe benefits, and overtime; approved workshops and events; project implementation and evaluation travel; equipment supporting the project; and printing, publication, and duplication.
Restrictions
Construction, renovation, or remodeling; medical services; standard-issue law-enforcement equipment; unmanned aircraft systems or vehicles and associated accessories; costs identified as unallowable in the Guide to Grants; and uses prohibited by federal, state, or local law or regulation.
How to apply
Applicants must register and apply through the Texas Office of the Governor's eGrants system. A complete application, including all applicable attachments and certifications, must be submitted and certified by 5:00 p.m. CST on February 12, 2026. The Office of the Governor screens applications for eligibility, PSN Task Force selection committees for the Eastern, Southern, and Western Districts of Texas conduct peer or merit review, and the Office of the Governor makes final funding decisions.
Required materials
As applicable, applicants must submit a fully executed governing-body resolution; the CEO/Law Enforcement Certifications and Assurances Form for each local unit of government and institution of higher education operating a law-enforcement agency; the CEO/NGO Certifications and Assurances Form for each nonprofit applicant; and, for local governments, a copy of the applicable Cybersecurity Training Certification. Applicants must also be registered in SAM and have a UEI. The resolution must authorize the application, identify the project, commit to applicable matching funds, designate authorized and financial officials, and assure repayment in the event of loss or misuse of funds.
