The Virginia Department of Criminal Justice Services is offering competitive funding to Virginia local law enforcement agencies for forensic and analytical technology used to reduce violent crime. Potential purchases include ballistic imaging, automated firearm identification, forensic light systems, rapid DNA technology, artificial intelligence, technology integration, and crime-scene investigation equipment.
DCJS anticipates awarding $6 million across the solicitation. The maximum award is $300,000, no matching funds are required, and payments are made through cost reimbursement for eligible expenditures incurred during the January 1, 2026 through December 31, 2027 grant period.

Local law enforcement agencies in Virginia. Each applicant must have a Unique Entity Identifier, including applicants seeking state rather than federal funds.
What can the funding be used for?
Forensic and analytical technology and equipment used to implement violent-crime reduction strategies. Potential purchases include ballistic imaging and gun-crime intelligence, forensic light systems, automated firearm identification or IBIS, artificial intelligence technology, technology integration, rapid DNA software or testing equipment, crime-scene investigation equipment, and necessary related supplies or other expenses. Law-enforcement equipment purchased with these funds may be used solely for forensic and analytical purposes.
Restrictions
Weapons and ammunition; construction or renovation; vehicle leasing; unmanned aircraft; surveillance cameras and other surveillance equipment; automatic license plate recognition systems; land acquisition; personnel; consultant services; travel; lobbying and political contributions; honoraria; bonuses; alcohol; indirect costs; and advance payments. The initiative is not intended to continue programs already funded by an Operation Ceasefire or Firearm Violence Intervention and Prevention grant.

Register or confirm access in advance, select Funding Opportunity ID 5600082, start a new application, complete all required sections, upload applicable attachments, and submit through OGMS by 5:00 p.m. on October 10, 2025. Late applications will not be considered.
Required materials
Completed OGMS face sheet, budget summary, itemized budget forms and budget narrative, project narrative, project goals and measurable objectives, General Conditions and Assurances form, Lobbying and Debarment form, and Authority Certification. Applicants must attach applicable documentation supporting estimated equipment costs and a signing-authority delegation letter when someone other than the specified official signs a certification. A UEI is required.
