FY 2026 Edward Byrne Memorial Justice Assistance Grant (JAG) Program—Local Formula

Who is eligible?

Applicant types: County governments; city or township governments; special district governments; federally recognized Native American tribal governments; and other qualifying units of local government, subject to inclusion in the applicable allocation chart.

Direct applicants must be eligible units of local government listed in the FY 2026 Local JAG allocation charts. A unit of local government may include a town, township, village, parish, city, county, borough or other general-purpose political subdivision; a federally recognized tribal government that performs law-enforcement functions; or a law-enforcement or judicial-enforcement district established under state law with independent taxing and budget authority. In Louisiana, this may include a district attorney or parish sheriff. One eligible member of a disparate group must apply as fiscal agent for all members.

What can the funding be used for?

Authorized uses include law-enforcement programs; prosecution and courts; prevention and education; corrections and community corrections; drug treatment and enforcement; planning, evaluation, technology improvement and information systems; victim and witness services other than compensation; mental-health, behavioral-health and crisis-intervention programs related to law enforcement or corrections; specified crisis-intervention court initiatives; and qualifying UAS or counter-UAS programs. Costs may include additional personnel, equipment, supplies, contractual support, training and technical assistance. Emphasized activities include violent-crime enforcement, gang and drug-network investigations, coordination with federal law enforcement, immigration-enforcement partnerships, public-order enforcement, protection of houses of worship and drone detection or response.

Restrictions

Funds may not supplant state or local funds. Activities that violate or impede federal immigration law, violate applicable federal civil-rights or nondiscrimination law, or provide the specified legal services to removable or unlawfully present aliens are outside program scope, subject to the exceptions stated in the NOFO. Some expenditures are prohibited outright, while others require a BJA waiver. Additional requirements or restrictions apply to administrative costs, body armor, body-worn cameras, extreme-risk-protection-order activities, UAS and counter-UAS activities and DNA testing. No more than 10 percent of an award may be used for grant-administration costs.

How to apply

Verify that the jurisdiction is listed in the applicable FY 2026 Local JAG allocation chart and comply with any disparate-jurisdiction fiscal-agent requirements. Maintain the required SAM.gov registration. Submit the SF-424 through Grants.gov by October 9, 2026, at 11:59 p.m. Eastern Time, then submit the complete application through JustGrants by October 16, 2026, at 8:59 p.m. Eastern Time.

Required materials

Step 1 requires the SF-424 through Grants.gov. Step 2 materials in JustGrants include Standard Applicant Information; a proposal abstract; the Financial Management and System of Internal Controls Questionnaire, including the high-risk-status disclosure; the JAG Survey; a proposal narrative addressing need, project design and implementation, and capabilities and competencies; the Budget Detail Separate Attachment; Certifications and Assurances by the Chief Executive of the Applicant Government; and applicable disclosures and DOJ assurances and certifications. Conditional materials include an indirect-cost-rate agreement, consultant-rate documentation, body-worn-camera policy certification, body-armor mandatory-wear certification, ERPO certification, prohibited-expenditure waiver request, UAS certification, counter-UAS certification, duplication disclosure and high-risk-grantee justification.
